Good grief!
I think your problem is that you're hearing what you're expecting to hear,
not what I'm saying.
Large group => difficult to control = not safe.
Small party => easy to control = safer.
So split large group into small parties.
But we still want to be able to come together as a group sometimes ...

Triggered by the tragic news from Suffolk, we're looking at best
practice. I think we've settled on one adult in front, one at back and
a whistle or something to tell front man to stop if the spacing gets
large enough for control to be lost (for cubs). For Beavers I think
similar but if anything other than a handf ...

Separate payment of annual capitation and running costs

Does any Group or Unit ask members to pay annual capitation on e.g.
1st January and pay subs to cover running costs paid termly, monthly
or weekly?
If yes then is it better than paying subs to cover annual capitation
and running costs.

Wanted - a couple of coffee tables for Gilwell 24
