Over revving the engine - or bad rev counter?

My Yanmar 2qm15 manual says that when starting it should be warmed up
for about five minutes at 750/800 rpm. However, when I start the engine
the rev counter reads about 1800 rpm, and after warming up this only
goes down to 1500 rpm. If, after the engine has warmed up, I adjust the
