You write off the DVLA telling them the car has been modified to run on both and they will make it dual fuel. I had a Hyundai sonata and it has dual fuel on the log book. I wonder if the DVLA want to see any proof. Or what is stopping anybody registering their car as dual fuel and therefore avoiding the cong ...
