Welsh language - ISO-8859-1 or Unicode ?

(w-circumflex and y-circumflex) are not supported in our default ISO-8859-1
character set, so a partial ...

beginner.
In desperation I used a table. Got it working perfectly in ten minutes.

Any suggestions welcome.

Evening
Just doing a bit of tidying ready for a meeting tomorrow. The client has
said that the pagination numbers on the page below 'get cut off'. I didn't
check at the time but it looks fine on my Mac on FF.
