Stability of 123-reg's POP mail service?

I'm thinking of moving my POP email away from my ISP (PlusNet), and since
the majority of my domains are hosted by 123-reg, I was wondering what the
reputation of their POP email service was like.
Does the group have any experience of this element of 123-reg's service?

Providers that can provide a dedicated line to SMSM?

I live 23 feet away from exchange SMSM. I would like to know if there
are any providers present there that can terminate a dedicated ethernet
circuit or perhaps some comparable alternative. I realize it won't be
cheap, though i'm much more sensitive to the monthly cost than the
one-time installation cost.

Is this the right group to trawl for datacentre operators? I have nearly
racks of equipment in need of a good home - best guess is they need a 4Mb
pipe. Power consumption is estimated at around 10Amps / cabinet.
Ideal location is west of London - M3 corridor prefered.

Demon bandwidth

I have a contended 2MBit/sec link to the exchange with Demon as my ISP.
My download bandwidth is about 250-300KBits/sec. Is this what I
should expect for ¡ê20/month? Are there better ISPs?
At one time I was getting over 1MBit/sec, and even with my old
512kbit/sec link I would get about 450kbits/sec.
