I think the reasoning is something like - one says 'ladies and gentlemen' and 'men and women. Thus the female equivalent of 'men' is 'women' when referring to golf, not 'men' and 'ladies. Is it usual practice to drop off a wrong tee? In the past we have had a local rule in winter when we are required to drop off a tee but I can't see this is the RoG specimen local rules.
