Discussion in bar yesterday after a v pleasant round at Lindrick.
Matchplay, fourball. 2nd man from pair one tees off, makes very
slight contact, ball falls off tee and lies on teeing ground.
2st man from pair two steps up to play and deliberately knocks other
ball away saying it's where he wants to play ...

Hello my friends,
is the following interpretation of RoG 20-5 correct?
"While playing from the teeing ground (as defined by the rules) the player
is entitled to tee up _every_ stroke which he has to repeat."
There is no doubt when (1) I deem the tee shot unplayable or
when it's in a water hazard or OOB or ...

A Greensomes competition is coming up and I wish to have handicaps
calculated correctly.
The 0.6 and the 0.4 will almost certainly produce produce a decimal values
in each case.
Are these two numbers rounded up/down before adding together or is it just
the sum total that is rounded up/down
