Is "advice" on line of play legal?

Hello everybody,
while reading the rules I stumble over something which seems contradictory:
RoG 8-1 and the definition of "advice" inhibit "any counsel or suggestion
that could influence a player in determining his play [...]"
while RoG 8-2 a explicitly says:

Junior status in club medal comps

Hi all.
I think the subject says it all really.
Is a Junior member paying junior subs playing off the adult tees
normally allowed to compete in a club monthly medal and claim the full
prize money if won.??
Do clubs create there own rules (Guidelines) on these things.. for
example juniors must play with more e ...

Rules Question

Today while playing a medal I asked one of the others to attend the
flagstick for a long put, all on the green . He did so but failed to
remove the stick. The
ball hit same and stopped within a foot and after quietly saying thank
you I putted out.
Who gets penalised.
