Primary Framework compulsory?

I'm still not sure if the Literacy and Numeracy units in the new
Primary Framework are compulsory or are suggestions.
We use Navigator Dimensions for Literacy, which is based on the NLS.
It was published in 2005, but we've only been using it since Sept.
2007.
