Magic Windows Folders

Hi,
Why am I getting folders suddenly appearing on my main drive in (Win7
Pro) usually in Hex format ... e5fb213b0f02eb5a ...... etc etc.
Is it crap left behind by Windows? (read only so can't view it) Crap
being the operative word, but Win7 is a bit of an improvement.
Can I safely delete these folders?

In common with most techies, I have a sizeable group of friends and
family who look to me for technical support. It can get quite time
consuming to visit people just to sort out their email or fix up some
other problem.
On a couple of relatives' PCs, I have installed TightVNC, so that I
can start up VNC viewer ...

Today I can no longer do so. Appears to have happened after installing
AVG-9.
Error is that 'the specified server can't perform the required operation.'

Windows Temp folder

My Windows Temp folder is filling up with .tmp and .htp files that go
beck several years, despite having a utility that's supposed to clear
out unwanted files. Can I just delete them all, or does the utility
know something I don't?
