Webcam in laptop "better" than in typical webcam & PC?

I keep in touch with my lad who is away at univ. with the occasional
skyp video call. I have a web cam (nothing expensive)/PC and he has
the camera built into his laptop. The picture from that laptop is
noticeably clearer that my picture to him from my web cam.

I'm a home user on XP Pro. I need to work out what OS to specify on
a prebuilt machine (one for me and one for a friend). It's either
Windows 7 or Vista.
Although I'm fairly technical I haven't kept up to date with details

Enabling on-board AC97 sound and UAA driver

I thought I try enabling the on-board AC97 sound on an asus A7N8x-x
mobo (XP sp2). Search the asus site for a driver - (seems there are
alternatives - with a Reatek one favored by most forums.
Anyway on the way to try and find that, I see on the asus site I need
something called an UAA driver first! So this is ...

Antec Minuet 350 and Sparkle 9800gt

I installed the Sparkle 9800GT low profile into the Antec Minuet 350
case today, it fits and only problem is that the 350W PSU is not
powerfull enough to run it with all devices powered.
If I disconnect the Blu-Ray drives power the system boots and reboots

I'm trying to send an email to a friend who has specific caps and lower case
(a mix) through hotmail which keeps changing it to lower case after I type
it.
Never come across this problem before.
Anyone by anychance have an idea what might be the trouble ?

Can you specialists help me choose a monitor please.
It's time to replace my glass tube CRT. I use a really old 17
inch monitor made by DEC back in 1999! To its credit it was
noticeably better than average for its day as it was made for
commerical office use. I have it set to 1152 x 864 at 72 Hz.
