Generally, can new UK law be applied retrospectively? Specifically, for e.g. The Serious Crime Act 2007?

retrospectively or not, i.e. or if it requires an individual provision
for each specific legislation to determine that it can or cannot.
In particular, I'm interested to know whether the Serious Crime Act
